PURPOSE: To prevent the destruction of a refuse vessel by throwing refuse into a soft cylindrical vessel to close its input port to be thrown into a vertical transport pipe, discharging air from the vicinity of a bottom cover, and also detecting an air pressure to control an air discharge quantity.

CONSTITUTION: Refuse 4 thrown from an throw-in port 3 is packed into a polyethylene sheet 18, and is pushed out in a vertical transport pipe 1 with a cylinder 26 for tube transfer to be fallen after the opening of the polyethylene sheet 18 is closed with an automatic clip device 23. This causes a refuse vessel 5 to be dropped while compressing air in a space to a bottom cover 7. At that time, the air between the refuse vessel 5 and the bottom cover 7 is discharged from an air exhaust 1a to assist the falling, and also the pressure of the air is detected with a detector 14 to control an exhaust quantity so as to regulated a falling speed constant. This constitution can control the falling speed with simple composition and prevented destruction of the refuse vessel.
