PROBLEM TO BE SOLVED: To provide a method for treating polluted substance such as soil mainly containing a residual agricultural chemical such as hexachlorocyclohexane (BHC) and hexachlorobenzene (HCB) in which a hardly decomposable organic halogen compound such as the residual agricultural chemical can be preferably extracted from the polluted substance such as the soil and a sludge and the solid-like hardly decomposable organic halogen compound such as the residual agricultural chemical is preferably decomposed/processed in spite of the method using an alkali metal dispersion.
SOLUTION: The hardly decomposable organic halogen compound is extracted from the polluted substance such as the soil containing the hardly decomposable organic halogen compound and the sludge with a solvent comprising an aromatic hydrocarbon having a boiling point of 80-200°C or an alicyclic hydrocarbon. The hardly decomposable organic halogen compound is dehalogenated by reacting the alkali metal dispersion in which the alkali metal is dispersed in a dispersion medium comprising the aromatic hydrocarbon of which the boiling point is higher than a melting point of the alkali metal with the extracted hardly decomposable organic halogen compound.
