To provide a treating method of waste capable of treating waste containing organic chlorine compounds by a cement production facility, and reducing a discharge amount of organic chlorine compounds discharged from the cement production facility.
A solvent is added to sludge (waste) containing organic chlorine compounds, to form slurry by charging and crushing sludge in a wet mill 13A, while regulating a charge amount of sludge to keep the mill outlet temperature below the boiling point of the solvent. Then, slurry is directly charged into a high temperature part (an end part of a rotary kiln 18) of 800°C or more in the cement production facility for thermally decomposing organic chlorine compounds. Thus, sludge can be used as a resource for producing cement clinker without lowering the performance of an electrostatic precipitator B1, nor lowering quality of clinker.
