This treatment device comprises a portable container 2 that stores contaminated soil 1, a water-permeable upper electrode 3 installed in the outer layer of the contaminated soil 1, a sheet-like lower electrode 4 installed under the container 2, a DC power supply 5 that applies DC voltage between the upper electrode 3 and the lower electrode 4, a water spray device 8 that sprays water into the container 2 and a water supply device 6, and a wastewater treating device 9 that is connected through a drain valve 7. Wide and uniform voltage is added by a pair of sheet-like positive and negative electrodes to apply the wide and uniform effects of electroosmosis and electrophoresis to the contaminated soil, thereby realizing uniform decontamination. Vertical arrangement of the electrodes allows the use of buoyancy and gravity, thereby realizing efficient treatment. The treatment can be carried out on the contamination spot by using the portable container.
