The asbestos-containing waste material is wet-pulverized under an alkaline aqueous solution, the asbestos-containing waste material is made nonasebestos and turned to a detoxification treated object, and the detoxification treated object is supplied to either a raw material receiving process or a cement kiln supply process in a cement clinker calcination plant and melted by a cement kiln. Thus, the asbestos-containing waste material is safely and completely detoxified and cement reusing the waste material is manufactured.
