This elastic cover involves an inner insulating layer 680 and an outer insulating layer 660 made of bridged polymer material mixture, which are formed so as to be coaxial to each other in a overlapping condition and are combined with each other. The cross-linked mixture consisting of the inner layer 680 involves a prescribed value of mechanical requirements (expandability, elastic recovery and the like). The bridged mixture which forms the outer layer 660 involves prescribed values of electric/environmental requirements (including resistance against tracking and resistance against solar radiation). It is preferable that the inner insulating layer has at least 15kV/mm dielectric strength.
