To promptly perform an appropriate turning operation of a propulsion unit according to an abnormal situation and to suppress damages to a turning device for the propulsion unit.
Turning actuators 11a to 11d include gearboxes provided with pinions mating with a turning gear 104 and electric motors for rotatably driving the gearboxes, respectively, so as to turn the propulsion unit. A control unit 12 controls the rotations of the electric motors. A turning controller 13 outputs a command signal of rotating the electric motors to the control unit 12 and controls rotational positions and rotational speeds of the electric motors in a turning direction of the propulsion unit. Further, the turning controller 13 includes abnormality detecting units 23 to 25 for detecting abnormality of the turning actuators 11a to 11d and the control unit 12. When the abnormality is detected, operation loads on the turning actuators 11a to 11d are controlled to be limited.
