The turnover device is based on a structure having an end of a common passage S communicating with the exit side of a conveying passage 6, the other end of the common passage S communicating with the exit side of a conveying passage 7, and one end of the common passage S communicating with a merging passage 8. This structure prevents delays in timing of sending a bill R to the next process because the merging passage 8 is provided just after the common passage S. As a result, the reversing capacity is improved. Furthermore, a first reversing roller 21 turns according to the on/off of a first electromagnetic clutch 23, and a second reversing roller 22 turns according to the on/off of a second electromagnetic clutch 27. Even when the bill R not to be reversed is fed into the common passage S from the second conveying passage 7, the bill R can be sent sandwiched by the reversing rollers 21, 22, so that the bill R can be positively conveyed at a high speed inside the common passage S.
