To reduce the load on a network management job by providing a storage means, an extraction means, and an automatic generating means, setting a MAC address corresponding to an IP address to a reply packet and returning the packet to a video server.
A 1st storage means 104 stores a MAC address to allow a video server 15 and a TDMA devide 3 to recognize with each other and a 1st table 200 stores a conversion condition from an IP address to the MAC address to allow the video server 15 and the TDMA devide 3 to recognize with each other. A 1st extraction means 300 extracts an IP address of the equipment 12 from an incoming packet from the equipment 12 and a 1st automatic generating means 302 makes the IP address of the equipment 12 in cross reference with the MAC address. A control means 304 sets the MAC address corresponding to the IP address in an outgoing packet from the server 15 by referencing the table 200 and returns the packet to the server 15. The server 15 sets the conversion condition automatically and relays the outgoing packet.
