To reduce security risks while improving convenience in a use management technique of use objects.SOLUTION: A use control device 1 can communicate only by short-range wireless communication 63, and stores a first public key paired with a first secret key stored in a management device 2. When receiving whole data together with a first signature from a provider terminal 3, the first signature is verified with the first public key, and the whole data is set to the use control device 1 if signature verification is established. The whole data includes a second public key paired with a second secret key stored in the management device 2. When receiving a use permission certificate together with a second signature from a user terminal 4, the second signature is verified with the second public key, and transaction information included in the use permission certificate is acquired if signature verification is established. Then, the acquired transaction information is referred to, and use restriction on a use object (house 50) is lifted if a condition identified by the transaction information is satisfied.SELECTED DRAWING: Figure 1
