A user management system includes: an access management device 1 which manages entry and exit of a user using a predetermined area; a user management device 10 which receives access information of a user from the access management device 1 and manages identification information and the access information of the user; and an information device 11 (an image forming apparatus 11a) in an area, which causes the user management device 10 to check the identification information of the first user for first user authentication, and controls the access of the first user to the information managed by a second user based on the access information of the second user.
