To indirectly and securely detect character of a valve lift variably controlled at a place where high-speed operation is not performed.
An annular disc 29 is included between a flange part of a sleeve connected to a drive shaft 21 and a flange part of a camshaft 22, and the character of the valve lift is changed because of unequal speed rotation when the center of the annular disc is decentered. A disc housing 34 supporting the annular disc 29 is supported by the first eccentric cam 41 and the second eccentric cam 43. When the first eccentric cam 41 is rotationally displaced by a hydraulic actuator 46, the disc housing 34 is moved and the amount of eccentricity of the annular disc 29 is changed. A potentiometer 5 is attached at one end of a control camshaft 42 of the first eccentric cam 41, and actual valve lift character is detected through a rotation position of the control camshaft.
