This comprises a first oil passage (consisting of oil passages h1, h2) connecting a discharge port 41 and an intake port 42 formed to open in each pump chamber 40, a second oil passage (an oil passage h3) formed to extend from a middle portion of each first oil passage, a third oil passage (an oil passage g1) interconnecting the second oil passages, a vane pushing-up port 23b interconnecting vane receiving grooves 23a, introducing pressure oil in the third oil passage to each vane receiving groove 23a and pushing up a proximal end of each vane 25 to an outer end side, and a shuttle vale SV provided in each first oil passage for connecting only one of higher pressure between the discharge port 41 and the intake port 42 interconnected by the first oil passage to the second oil passage.
