When an inching command is valid and a starting command is inputted, acceleration is performed as far as a first inching target frequency f1 or f2 for inching accelerating time t1, deceleration is performed for inching decelerating time t2, acceleration is performed as far as a second inching target frequency f2 or f1 for inching accelerating time t1, and deceleration is performed for inching decelerating time t2. This inching operation is repeated for inching number of times N.
