The vegetation method comprises planting seedlings on a vegetation base material comprising a plurality of sheets nearly horizontally arranged with a predetermined space, wherein roots of the seedlings penetrate the base material and pass out under the bottom of the base material to support the seedlings at a plurality of points, and floating the sheets on the water surface or in water near the water surface to vegetate the plants. The vegetation base material may contain contacting filter media hung from the vegetation base material and the sheets comprise a cloth having partially a non-interlaced part of warp with weft and for inserting the roots of the plants.
