A charger 1 includes: power usage rate acquisition means 2 for acquiring a current power usage rate in the service area of an electric power company 20; power conversion means 3 for converting power supplied from an electrical grid 22 of the electric power company 20 into power capable of being used to charge an on-vehicle battery 11; and control means 4 for controlling charging service in which the power converted by the power conversion means 3 is supplied to the on-vehicle battery 11. The control means 4 sets a fee for the charging service at a regular fee, 500 yen, when the current power usage rate in the service area of the electric power company 20 is lower than a first predetermined value, 95%, and sets a fee for the charging service at a special fee more expensive than the regular fee, 1000 yen, when the current power usage rate is equal to or higher than the first predetermined value, 95%.
