Abstract:
PROBLEM TO BE SOLVED: To define the charging frequency of a vehicle passing near the outer contour of a charging area by updating the credit information of a storing means according to charging tolls of charging areas while state information is held.
SOLUTION: A reading and writing means 5 reads credit information from a storing means (CRD) and writes it to the CRD. Area within/outside detecting means 20 to 26 and 2 detect whether or not the self exists within/outside the charging area. When the means 20 to 26 and 2 detect that the self exists within the charging area when state information showing that the self exists within the charging area does not exist, an information operating means 2 generates state information, starts to measure passing time when the self changes from the inside of the charging area to the outside of the charging area, nullifies the measurement of the passing time when it changes from the outside of the charging area to the inside of the charging area, continuously stores the state information and erases the state information when the measurement value of the passing time exceeds set time. And, a charging processing means 2 updates the credit information (balance) of the CRD according to charging toll of charging areas while the state information is held.
