PROBLEM TO BE SOLVED: To provide a new technology that realizes travel control or on-vehicle device control which gives consideration to change of emotion of an operator and a passenger.SOLUTION: An operation control device according to the invention includes: a biological information acquisition part which acquires biological information from a biological sensor which measures the biological information of an operator or passenger of a vehicle; an emotion presumption part which uses the biological information acquired by the biological information acquisition part and presumes emotion of the operator or passenger; and a vehicle control part which controls traveling of the vehicle on the basis of the emotion presumed by the emotion presumption part.SELECTED DRAWING: Figure 3
