To provide a vehicle control system and a control device which can reliably start an internal combustion engine.
The control device 6 controls the internal combustion engine 7, a rotating electrical machine 10 and a clutch 9 and can implement first starting control which rotates an output shaft 20 of the internal combustion 7 by power from the rotating electrical machine 10 side while putting the clutch 9 in a slip condition, and then causes ignition by injecting a fuel to a combustion chamber 71 of the internal combustion engine 7 to start the internal combustion engine, and second starting control which causes ignition by injecting a fuel to the combustion chamber 71 of the internal combustion engine 7 in a state where the output shaft 71 of the internal combustion engine 7 stops rotation and rotates the output shaft 20, and then assists the rotation of the output shaft 20 by power from the rotating electrical machine 10 side through the clutch 9 to start the internal combustion engine. The control device 6 switches the first starting control and the second starting control based on elapsed time from when the internal combustion engine 7 stops, so that the internal combustion 7 can reliably start.
