To make it possible to popularize the use of services and maintain the quality of the services.SOLUTION: A management server executes, when an execution condition is met (YES in S100), processing including: step (S102) of acquiring operation information; step (S104) of setting a traveling route; if there is a vehicle set to a forwarding route (YES in S106), when the vehicle on the forwarding route is in a high load state (YES in S110), step (S112) of setting a first usage fee as a usage fee; when the vehicle on the forwarding route is in a low load state (NO in S110), step (S114) of setting a second usage fee that is higher than the first usage fee as the usage fee; step (S116) of setting the usage fee for a vehicle on a normal route; and step (S118) of transmitting fee information to the vehicle.SELECTED DRAWING: Figure 3
