SOLUTION: A tubular plunger 21, the upper part of which is a large inner diameter tubular part 25, is erected by applying force upwardly from the inside of the cylinder member 1 having an outward directed flange 5 at the upper end part, the lower tubular part is fitted to the large inner diameter tubular part 25, the intermediate part is mounted to a 2nd cylinder 13 and a tubular upper member 41 attached with an inward directed flange 44 having the flange hole as a discharge valve hole 45 is mounted to the upper end part, a topped tubular discharge valve part 51 having the opened under surface and having a piston 52 in the intermediate part is fitted to the inside of the upper member, the piston is fitted to the inside of the 2nd cylinder, the upper part, which is a discharge valve boy 54, is fitted to the inside of the discharge valve hole 45 and the lower end tubular part is fitted vertically movably to the inside of the upper part of a cylindrical hole 26 of the cylindrical plunger and a through hole 55 is perforated between the piston 52 and the discharge valve body part 54.
