The encoding unit 3 includes a read control unit and an encoder. The read control unit controls the read timing from the buffer. The encoder is constituted to output time-series differential images. When the control unit 9 executes the determining process 96, the read control unit alternately reads the analog and digital image signals and outputs the signals to the encoder. The control unit 9 determines whether the analog and digital broadcasts have the identical contents or not from the differential images output from the encoder.
