An encoding means 103 constructs a macro block line for one sequence horizontally so as to be one video packet to perform encoding processing. A data amount monitoring means 107 monitors the data amount of data stored in a buffer 104, outputs control information to an input frame control means 105 and an encoding control means 106 when the data amount satisfies a prescribed condition. The input frame control means 105 controls the arrangement of digital video stored in a frame memory 102 on the basis of the control information, and the encoding control means 106 controls the encoding means 103 on the basis of the control information.
