Abstract:

PROBLEM TO BE SOLVED: To change a parameter in accordance with data rate by calculating an average encoding data rate per second video unit for each first video unit and calculating a first parameter by using the average encoding data rate.
SOLUTION: A motion compensation circuit 17 reads data by performing shifting for a portion corresponding to a vector outputted by a motion vector detection circuit 6, generates predicted reference screen and sends it out to an arithmetic circuit 8 and a computing element 15. The circuit 8 subtracts the image data of predicted reference images from the circuit 17 from the data of the macro block of reference images sent out from a scanning converter 4, obtains difference data as a prediction remainder and sends them out to a quantization circuit 10. The difference data are locally decoded by an inverse quantization circuit 12 and an IDCT circuit 14 and send out to the computing element 15. The computing element 15 adds the image data of the predicted reference images sent out from the circuit 17 of the difference data. Thus, locally decoded image data are obtained.
