PURPOSE: To prevent the color saturation factor of an SECAM signal from lowering by alternating the increment factor of burst in the SECAM signal and that in a PAL signal when the SECAM signal is converted into a pseudo PAL signal for recorded and regeneration.

CONSTITUTION: The PAL or SECAM signals are supplied to an input terminal 11 as image signals to be recorded. The image signals are supplied to the P terminal of a switch 12 as well as a SECAM/pseudo PAL conversion circuit 20. In the SECAM/pseudo PAL conversion circuit 29,the SECAM signals are converted into pseudo PAL signals, which are supplied to the Q terminal of a switch 12. Then a PAL/SECAM determination circuit 13 determines whether input image signals are PAL signals or SECAM signals. According to the result, the switch 12 is exchanged and also the increasing level of burst signal in a burst emphasis circuit 47 is switched.
