PURPOSE: To obtain a film wettable with water and having fog-proofing and condensation-proofing properties durable even after the exposure to rain for a long period, by compounding a vinyl resin with a specific organopolysiloxane, a plasticizer, an organic acid metal salt, and an organic amine, and forming the composition to a film.
CONSTITUTION: (A) 100pts.wt. of a vinyl resin is compounded with (B) 0W 100pts.wt. of a plasticizer, (C) 0.1W15pts.wt. of a compound selected from organic acid metal salts and organic amines, and (D) 0.01W10pts.wt. of an organopolysiloxane of formula I [R is univalent hydrocarbon group; R1 is R, A or B; A is univalent organic group containing epoxy group; B is group of formula II (R2 is bivalent organic group; R3 is H, etc.; a is 0 or 1; b and c are 0W40 and b+c is 2W60); l is 0W300; m is 0W30; n is 0W50; l+m+n is 2W300] and having one or more epoxy-containing organic groups and one or more polyoxyalkylene groups in the molecule, and the composition is formed in the form of a film.
