A DSP 19 obtains distance L between a voice pattern of an operator and each standard voice pattern. At the time, the DSP 19 judges whether a temporarily discriminated standard voice pattern is an important standard voice pattern or a normal standard voice pattern. When a temporarily discriminated standard voice pattern is an important standard voice pattern and distance L1 is a first threshold value Vth 1 or less, the DSP 19 decide upon that the important standard voice pattern is a voice pattern of an operator. When a temporarily discriminated standard voice pattern is a normal standard voice pattern and distance L1 is a normal threshold value Vth 0 or less, the DSP 19 decide upon that the normal standard voice pattern is a voice pattern of an operator.
