PURPOSE: To prevent a water absorbing material from being spilt and generating dust when it is handled and to eliminate the labor of quantifying and sprinkling the material at the time of throwing the same into waste body fluids by wrapping the water absorbing material formed from a powdery or granular water absorbing resin in water collapsible paper.
CONSTITUTION: Water collapsible paper 1 and a water soluble polyvinyl alcohol film 2 are made adhere to each other to put a granular water absorbing resin 3 therein, and sealed by heat fusion, an adhesive or seaming to form a heat part 4. As a water absorbing resin, for example, starch or cellulose, a water soluble monomer containing a carboxyl group and/or a soluble group and/or a monomer which is water soluble by hydrolysis and a cross-linking agent are polymerized as essential components. As water collapsible paper, preferably special paper which is collapsible within one minute is used. As a water soluble film, a water soluble polyvinyl alcohol film, a starch film, a carageenan film and so on are used.
