From the upstream side to the downstream side of a conveyor 2 in which various kinds of waste fluorescent tubes K can be carried randomly, a first pull-over means 6, a first cutting means 3, a second pull-over means 7, a second cutting means 4, and a scavenging means 5 are arranged in the order, and while regulating the one end side end part of the waste fluorescent tube K to a fixed position by the first pull-over means 6, a base part Kc on one end side is cut by the rotary blade 15 of the first cutting means 3. Then, while regulating the other end side end part of the waste fluorescent tube K to a fixed position by the second pull-over means 7, a base part Kc on the other end side is cut by the rotary blade 15 of the second cutting means 4. Air is blown from the scavenging nozzle 32 of the scavenging means 5 into a glass tube whose both ends are cut, a gas such as mercury vapor and florescent powder in the inside are put out and recovered.
