To provide a water-based makeup cosmetic which is excellent in the cosmetic sustainability and is improved in the squeak feeling and white dry spot and besides is excellent in the temporal stability, without impairing such fresh use feeling, clean finish feeling and easy stretching and spreading as are required for a water-based cosmetic.

This water-based makeup cosmetic is a blend of the following components (a) through (e); (a): one or more kinds of water-based viscosity-imparting agents selected from carageenan, locust bean gum, xanthan gum, a carboxyvinyl polymer, an acrylic acid/10-30C alkyl methacrylate copolymer, pectin and gellant gum; (b): a porous powder having an average particle diameter of 2-50 m and an oil absorption of 60 mL/100 g or more, (c): a powder treated with tridecafluorooctyl triethoxysilane, (d): a dispersant and (e) water.
