The washing liquid 50 is discharged to both directions along tangent lines of the inner face of the washing tank from discharge nozzles 10A, 19A such that the washing liquid 50 inside the washing tank 10 is circulated inside the tank and that the washing liquid 50 inside the tank forms a swirl flow to both the directions around the oil collection part 11, so that the washing liquid 50 inside the washing tank 10 circulates inside the tank, and the washing liquid is discharged upward from two discharge nozzles of a tank bottom part 10B such that the washing liquid 50 inside the tank forms a swirl flow of the vertical direction.
