To solve a problem, since a refuse molten slag is produced by cooling a glass-like solidified product generated in a melting furnace by heating and melting incineration ash produced by incinerating domestic refuse at high temperature and is mixed with waterworks sludge produced by a purification plant to be recycled, and then the refuse molten slag is added to various kinds of cement to give an acid resistant mortar mixture to be mixed with asphalt and then is used as a pavement material, its manufacturing method and construction process are complex, and the most of the slag is treated in a disposing site as industrial waste, which as the result gives a costly treatment and a lord to the environment.
In a water-hardening pavement material, dried true sand soil and river sand as natural soil are used; to this material, the refuse molten slag is mixed to be a base material; further to this base material, a soil hardening material, a water permeable material, a hardening accelerator and a pigment are mixed, as necessary, to obtain the characteristics of hardening by addition of water.
