PROBLEM TO BE SOLVED: To prevent the occurrence of flood or inundation by guiding the flowing water of river to a water channel while controlling a dividing gate, and regulating the water level of the downstream side from the dividing gate.
SOLUTION: The information on water levels at the upstream zone A of river 1, estuary B of water channel 2 and branching point C provided by 1st-3rd water level detectors 31-33 is collected and monitored and it is discriminated whether the water levels at respective sports exceed a warning water level or not. Therefore, the opening/closing of a water channel side dividing gate 7 and a river side dividing gate 8 is controlled by discriminating whether the water level at the upstream zone A exceeds a warning water level or not and before the water level at the upstream zone A of river 1 is increased as the increase of water levels at downstream zones D1 and D2 as well as a town flowing zone 3, the water channel dividing gate 7 and the river side diving gate 8 are controlled so that the flowing water of the river 1 can be guided to the water channel 2. Besides, when the water level at the estuary B of the water channel 2 increases and exceeds the warning water level, an operator controls the operating of pump of drain facilities 10 based on support information outputted to a monitor terminal an the flowing water of the water channel 2 is drained into river 4 for drain.
