A raw water supply valve for taking in raw water from a raw water tank, a pure water supply valve for taking in pure water from the pure water tank, and a supply pump for pressurizing raw water or pure water, and a supply line for supplying raw water or pure water to the reverse osmosis membrane apparatus, a concentrated water line having a concentration detector for detecting the concentration of an organic solvent in the concentrated water and returning the concentrated water flowing out from the reverse osmosis membrane apparatus to a raw water tank, a permeated water line for guiding the permeated water flowing out from the reverse osmosis membrane apparatus, and a control apparatus for closing the raw water supply valve when the operation is stopped and stopping the supply pump when the detected value of the concentration detector drops below a preset value after opening the pure water supply valve.SELECTED DRAWING: Figure 1
