To provide a water treatment apparatus and a water treatment method that enable quicker and more appropriate control of the amount of flocculation agent added by appropriately grasping the state of coagulant treated water that has undergone coagulation reaction treatment in a coagulation reaction tank.SOLUTION: A water treatment apparatus 100A includes a coagulation reaction tank 2, coagulation adding means M3, a test evaluation tank 12, inlet water switching means M9, photographing means M5, coagulation test adding means M8, and coagulation treatment control means M4. The coagulation treatment control means M4 takes prior photographs of the coagulation test treated water inside the test evaluation tank 12, which has been treated with coagulant reaction by adding coagulant in varying amounts, with the photographing means M5, and accumulates reference images. By comparing this reference image with the target image taken by means of the photographing means M5 of the coagulation-treated water introduced into the test evaluation tank 12, the amount of coagulation added to the coagulation-treated water in the coagulation reaction tank 2 is controlled.SELECTED DRAWING: Figure 1
