The asphalt waterproof sheet 2 is composed of an asphalt waterproofing film layer 2a and a chip layer 2b, and the chip layer 2b is stuck to the waterproof bed surface of the building 1 to form a waterpoofing layer. A cationic polymer cement mortar 3 is interposed between the waterproof bed surface 1a of the building 1 and the chip layer 2b. The chip layer 2b is composed of straight chips. The cationic polymer cement mortar 3 is formed by combining cationic chloroprene latex with cement aggregate.
