To provide a waterproof sheet which is excellent in heat shielding performance, and allows persons to walk thereon; to provide a heat-insulating waterproofing method which employs a heat insulating material excellent in heat insulation durability and a waterproof sheet excellent in thermal degradation durability; and to provide a method of waterproofing by using a hot-melt welded fixing bracket prefabricated mechanical fixing sheet, which facilitates mounting work of the sheet, and exhibits improved hot melt adhesive strength and improved fixing durability.

The waterproof sheet has an infrared reflective layer including no carbon pigment, contains hollow ceramic balloons as much as 1-10 wt.%, and has a solar reflectance in the wavelength range of 700 to 2,100 nm equal to 30% or more.
