To provide a wave measuring device and a wave measuring method that solve problems in the prior art, that is, that can measure P wave speed and S wave speed in the ground, allow a receiver to be placed in each layer even if the ground is a multilayered ground, and three-dimensionally visualize properties of the ground.SOLUTION: A wave measuring device of the present invention is a device that measures elastic wave speed propagating through the ground and includes a transmitter for generating an elastic wave in the ground and a receiving body installed in an underground hole. The receiving body includes two or more receivers arranged in a nearly vertical (including vertical) direction, and the receivers are receivers for three-component measurement that receive an acoustic wave from three directions and can measure P wave speed and S wave speed in the ground on the basis of the received elastic wave.SELECTED DRAWING: Figure 4
