To provide a welfare vehicle which enables a wheelchair user to get into the driver's seat easily with the wheelchair without making the vehicle height higher.

The user gets on a platform 3 of a lifter 2 with the wheelchair 7. By pressing a get-in switch installed in the wheelchair 7, the seat of the wheelchair 7 is lowered from a first height H1 for routine life to a second height H2 for getting in a vehicle. After the movement of the seat is stopped, the lifter 2 is activated and the user can get into a space 1 of the driver's seat with the wheelchair.
