To stably seal an electrolyte containing an organic solvent inside over a long period by joining a transparent base board forming a conductive film on one surface to a conductive base board forming a semiconductor electrode carrying a sensitizing pigment in the recessed part slightly lower than the periphery, and providing the electrolyte in a formed void.
When a pigment sensitizing semiconductor electrode 6 formed on a conductive base board 4 for improving conversion efficiency and a glass substrate or a plastic substrate forming a platinum or carbon film with a film thickness of a transmissivity nonreductive degree on a transparent conductive film 2 such as ITO and fluorine-doped tin oxide to promote giving and receiving an electron between the transparent conductive film 2 and sensitizing pigment are joined together by an adhesive, the recessed part formed on the conductive base board 4 becomes clearance by etching to fill an iodine electrolyte. Since the peripheral part of an unetched conductive base board 4 comes into surface contact with the conductive base board 4, they can be strongly adhered to prevent leaking-out of the electrolyte so as to stably seal the electrolyte over a long period.
