When especially hypohalogenous acid does not keep chemical balance, oxygen is generated from a liquid into the air so that the hypohalogenous acid decreases to lose the germicidal effect. Accordingly, designated chemical balance is kept by sealing from the outside air. Further, ultraviolet rays are not permitted to enter a case by cutting, so that reduction of hyphohalogenous acid due to ultraviolet rays can be prevented. Also in this respect, the germicidal effect can be kept over a long period of time, and the hypohalogenous acid does not start to act effectively until the case (e.g. sheet) 11 is opened.
