PURPOSE: To execute efficient will determination based upon the information of a data base.

CONSTITUTION: At the time of selecting project members, various conditions are inputted from a work station(WS) 1, an SQL access sentence is formed based upon the conditions and then a personal data base(PDB) 2 is retrieved. A score is individually allocated to each candidate obtained from the PDB 2 based upon personal information obtained from the PDB 2 and input conditions set up in a condition table 12 to narrow down proper project members. Then joining in the project is requested to respective candidates in the ascending order of score evaluation by means of electronic mail.
