A sensor 7 is provided in the vicinity of the windmill 5. The sensor 7 senses an object when the object intrudes within a prescribed range of the windmill 5. A control device for controlling rotation of the windmill 5 based on an output of the sensor 7 is provided. When the sensor 7 senses that the object intrudes within the prescribed range of the windmill 5, the control device stops the windmill 5.
