PURPOSE: To prevent a segment and a collar from being damaged by setting a circular ring on the outer side of the segment and pushing the circular ring to the tapered part of the segment.
CONSTITUTION: A press plate 6, a radial bearing 7, a bearing case 8, a thrust bearing 9 and a circular ring 2 are moved by reciprocating a cylinder rod 5 in one body in the axial direction of a winder. When winding is begun, the cylinder rod 5 is drawn in so that the circular ring 2 is pushed to the tapered part 1 of the segment 21. When winding is begun under such a state, the circular ring 2 rotates with the segment 21 while pushing the segment 21 strongly. Consequently, since the circular ring 2 pushes the tapered part 1 of the segment 21, the segment 21 does not bend.
