On a front end of a winding coil supply floor plate 1, a winding coil stopper 3 moving up/down a front part thereof about a horizontal shaft 2, and a winding coil pushing out arm 4 moving up/down a back part thereof about the horizontal shaft 2 are provided. This device is provided with a device simultaneously conducting rolling up of the pushing out arm 4 and turning down of the stopper 3, and a control device C adjusting pushing power of the pushing out arm 4 according to the outer diameter of a winding coil 7 and the rolling distance of the winding coil 7.
