To provide a winding device and a winding method, which can wind a cylindrical film smoothly without applying an unnecessary force to the cylindrical film.
A winding device 7 is supplied with a cylindrical film 1 between a circumferential surface 5 of a winding core 3 and a flexible band 19 while a flexible band 19 is released from the circumference surface 5 of the winding core 3. Operation means 57 pushes the flexible band 19 onto the circumference surface 5 of the winding core 3 so that the cylindrical film 1 is clamped between the circumference surface 5 of the winding core 3 and the flexible band 19, and the cylindrical film 1 is warped into an arcuate shape by causing the flexible band 19 to follow the circumference surface 5. The cylindrical film 1 clamped between the circumference 5 of the winding core 3 and the flexible band 19 is wound on the circumference surface 5 of the winding core 3 in accordance with the rotation of the winding core 3 by rotation means 11 and the run of the flexible band 19 by running means 21.
