To provide a wire lower terminal cutting method and wire winding device, capable of automatically cutting the lower terminal of a wire wound round a take-up bobbin to reduce the trouble and time, and prevent a product from being stained.

In winding a wire round a take-up bobbin set on a rotating pintle, the lower terminal of the wire is inserted in a wire lower terminal insert part provided on the rotating pintle and pressed. After that, winding of the wire is started, and then the wire is wound round the take-up bobbin to reach a full length forecast. After that, with the rotation of the rotating pintle made slower, a cutter is put in a gap between the flange part of the take-up bobbin and the wire lower terminal insert part to thereby cut the lower terminal of the wire.
