A control part 2 determines an adjacent radio communication device to which transfer of information transmitted by a self-radio communication device is requested based on the numbers of radio communication systems which the radio communication device adjacent to the self-communication device can use, the number of the radio communication systems which the adjacent radio communication device can simultaneously use, and the number of radio communication links which can be used when the adjacent communication device communicates with the radio communication device. Radio interfaces 3-1 to 3-N transmit information including the information of the adjacent radio communication device which is determined by the control part 2 and to which the transfer of the information to be transmitted by the self-radio communication device to the adjacent radio communication device.
