To provide a system wherein information users want is automatically delivered to user devices at no charge and users choose only necessary information from the delivered information and pay the fee therefor.
An information delivering device transmits selected encrypted information and sample information thereof through a personal area network (network between 102 and 112 in the figure) where charges for calls do not accrue to user devices that respond through the network to a command transmitted through the network. A user device stores the receive encrypted information and sample information, displays the sample information for selection, and transmits the identification information for the selected encrypted information and user device identification information from the cellular phone portion thereof to the information delivering device. The information delivering device makes settlement by a settlement making means based on the received encrypted information identification information, and transmits the decryption key corresponding to the encrypted information identification information to the user device. The user device stores the received decryption key, decrypts the encrypted information at the decrypting portion thereof using the received decryption key, and outputs the result of decryption to the output portion thereof.
