The work flow server 2 stores examination or approval information associated with a document in the electronic document managing system, and acquires and stores data associated with the processing speed of the examination or approval of each examiner or approver. The optimal examiner or approver is selected by the user, or automatically selected by the work flow server 2 based on the past mean processing time and/or processing estimated time of the examiner or approver.
